The Thriving Kids program is a new national system designed for children aged up to eight with mild to moderate developmental delays or autism. Backed by $2 billion from the Commonwealth, with states and territories expected to match funding, it will deliver early supports outside of the NDIS.
The goal: provide the right care in the right setting while preserving the NDIS for those with permanent and significant disability.
Over recent years, participation in the NDIS has surged – particularly among children. In some areas, one in six Grade 2 boys are on the scheme, and about 70% of the new entrants have autism or developmental delays. This has raised concerns about sustainability. Thriving Kids aims to relive pressure while offering more suitable pathways.
Rollout = starting 1st July 2026, will full implementation by mid-2027.

Children already on the NDIS will remain until Thriving Kids is fully operational. Minister Mark Butler has promised continuity, stressing that no child will fall into a gap.
The program’s success depends on strong collaboration between governments, clear communication with families, and funding mainstream services to meet demand.
If done well, Thriving Kids could be a turning point – delivering early, community-based supports while safeguarding the long-term future of the NDIS.
